INVITATION TO TENDER FOR NDIC PUBLIC ENLIGHTENMENT TELEVISION PROGRAMME

 

 Introduction

The Nigeria Deposit Insurance Corporation (NDIC) was established under NDIC Decree No. 22 of 1988 (now NDIC Act No. 16 of 2006) is mandated to insure deposit liabilities of licensed banks and such other deposit-taking financial institutions in Nigeria.  However, since the NDIC commenced operations in 1989, it has been experiencing serious challenges, particularly, the low-level public awareness on its mandate and activities.  It is on the basis of these developments that a continuous and sustained public enlightenment campaign on the benefits and limitations of the deposit insurance scheme in Nigeria is considered very desirable.  Consequently, the Corporation hereby invites interested, reputable and competent media consultants to bid for the production of the public enlightenment programme.

 

Target Objectives

 

Among the major objectives of this public enlightenment campaign include the following:

 

i)             to enlighten members of the public on the concept and practice of deposit insurance with particular emphasis on Nigeria;

 

ii)            to provide highlights (or news flash) on NDIC’s major official engagements within and outside the Corporation;

 

iii)          to engage the MD/CE, EDs and Directors of operations and other key departments on the NDIC’s vision and mission, structure, functions and other core operational issues;

 

 

iv)          to provide simple explanation on technical and legal issues involved in bank supervision, bank liquidation, particularly the payment of insured deposits and liquidation dividend, etc; and

 

v)           to use the programme as an avenue for feedback from the banking public on any issues involving the Corporation.

 

Target Audience

 

The target audience include but not limited to the following:

Þ               IMicrofinance Banks (MFBs) and Primary Mortgage Institutions (PMIs)

Þ               Depositors

Þ               National Assembly

Þ               Business Community

Þ               Tertiary Institutions

Þ               Women’s Associations, NGOs, etc

Þ               Labour Unions and Other Pressure Groups

Þ               Mass Media

Þ               General Public

 

Duration and Scope

 

Since the proposed television programme is a pilot scheme, it will cover an initial period of three months.  The recording, editing and telecast of the programme will therefore be every fortnight.  The structure of the programme should include the following:

 

i)             Recording – the programme is to be recorded before telecast (it is not going to be a live transmission) in order to ensure quality control;

 

ii)            Operational Issues – these are to be segmented into major topics from simple to complex and they are to be discussed one at a time during every transmission;

 

iii)          Clips of major official functions (or public outings), NDIC’s speeches and other special events, in order to publicize its achievements;

 

iv)          Interview Segment – one NDIC official is to appear to discuss in simple terms the operational issues (on each edition of the programme) as they affect his/her division, department or unit.  The officials include the MD/CE, EDs, Heads of Departments/Units;                                                                                                                                                                                                  

 

v)           Jingles/Public Announcement – to be telecast at commercial intervals during the programme’s transmission;

 

vi)          NDIC Slogan – “NDIC is committed to depositor protection” to be telecast and splashed at the end of every edition of the programme, to showcase the mandate of the Corporation;

 

vii)        NDIC e-mail address/website – www.ndic.org.ng are also to be splashed on the television screen in order to be made familiar to the target audience.
